Tony was right in movie Civil War.

You need to be able to be able to hold Superpowered people responsible for there actions.
Just because you have powers does not mean you are above the Law.
Winter solider should have faced a Jury for his deeds, maybe the would have judged him guilty maybe not but he should have faced them.

My headcanon is that after Old SHIELD fell in TWS, the power vacuum was filled by the United Nations. So, in the MCU the United Nations carries the same weight as NATO or something like that.

But that's not what he wanted. The Avenger's were already accountable. If anyone had a problem with them ( in the US ) then they could be brought up on charges like anyone else. The man didn't want them to be accountable, he wanted them to continue doing what they were doing, but as slaves.

Tony, with all his baggage and guilt was just taken advantage of to that end.
