Act 5.2 was the height of the comic, so Part 2 wins even though Hivebent wasn't as good as Act 4.
Part 4 might be the worst, but it has Caliborn, and all the stuff involving Game Over was actually really cool until it got retconned. Even the part where John does the retconning was fun, but then Vriskagram happens and Vriska takes a big spider shit all over everything. Following that was lots of awful Vriska shit mixed with actual good character interactions and some awfully forced soapboxing. Collide was fun and Act 7 was pretty, but didn't resolve much that wasn't a foregone conclusion. So I'd say that Part 4 might edge out Part 3 because of its highs, but can't touch Parts 1 and 2.

It's kind of tragic in a way. Elements of Acts 1-4 are still present in Act 5.2, but that's where it really starts to lose the sense of mystery and wonder that made early Homestuck so good.
I mean, there are still some fantastic moments, such as John going God Tier or Jack gaining First Guardian powers, but that doesn't make up for all the filler the Act suffered from.

If he hadn't fucking escalated so ridiculously in Part 2/Act 5, and had kept acts 5-7 to about the same length of acts 1-4, Homestuck would've been fantastic.
If he hadn't included the Alpha Kids/Trolls, had concluded the arcs of the existing characters, and kept acts 6-7 to the same length of act 5/acts 1-4, Homestuck would have been good.

Yeah there's a number of good stories that go into that idea, the problem being that they'd all be forced to go their separate ways so it's hard to engineer them working in tandem enough to actually meet face to face, that and most of them are a bit out of the norm for varying reasons.
Still, the investigation into potential roles in the military for the different characters is always interesting.

They don't meet face to face. They talk over comms and texting like they used to, only some of them are together after the academies sorted them out. Sollux and Terezi manipulated the system to help ensure some of them ended up together. It was actually believably well written.
