It's basically a meme at this point. I've never seen a cogent argument that Ultron is non-threatening that doesn't apply to most cape villains out there (who coincidentally don't get the "he's not threatening" argument thrown at them).

I think Ultron was non-threatening on purpose. The movie basically presents him as an angry, scared child alone in the world and with crippling daddy issues. He's basically defined by the legacy of a man he hates and can only lash out by becoming some kind of twisted, mutated version of his father.
It's a fucking weird track for a cape villain to take. I liked it a lot but I totally get why people hated it, it's a bizarre choice.
