This is not why Manga and Anime characters look western, they look that way because during the American Occupation of Japan they banned all forms of prewar entertainment and media and all new creations had to go through Army sensors. Because of that the works of Disney and western animators became super popular in Japan and naturally the Japanese began imitating that style to get through the censors. There was also broad circulation of WW2 era American propaganda and racist portrayals of Japanese faces that led to the Japanese seeing their own faces as untrustworthy and ugly. This is all blatantly obvious if you look at art and magazines (particularly the ads for sake and beer) from the Taishou and pre-war Shouwa periods and compare it to post-war occupation and restoration.
