I would say it lends evidence to Rose being very, very high up in the Imperial hierarchy.

She knocked Steven unconscious, yes. She broke up Garnet. She imprisoned the others, I do not think she tortured anybody. Nobody was permanently injured, not even Steven. Given how strong Jasper is, she must have been holding back.
For a warrior, she showed remarkable restraint.
In the context of a war, Jasper is definitely more moral character, compared to Lapis.
