Rocko was completely a product of its time. It still holds up, in fact it holds up amazingly well, but it's very, very much a 90's cartoon. The humor and premise are very 90's, following the "let's see what we can get away with" trend following the success of Ren and Stimpy. The animation in particular is strikingly period, and I have a hard time believing that it could translate over well using modern animation techniques, and I doubt that they could get enough of the original animation staff over to help.
I could barely see something like this working in the early 2000's, much less the mid 2010's. Furthermore, it's been off the air long enough that the people who grew up with it are too old to care, and the modern younger generations don't even remember it. To top it all off, the show was almost completely episodic with some baseline continuity, and had a proper ending, so it's not like people are looking to tie up loose ends like they are with Hey Arnold or Samurai Jack.

They did this kinda often with other series in the last years. Maybe they either don't have any other ideas for new shows or it's just nostalgia or maybe they think the series will creat a hype like back then.
But I don't know any cases for which this has worked (or at least I can't remember). The style usually changes too much when a series is continued by different people 20 years+ later and the masses tend to watch stuff that contains shit that hasn't been done before. It's like someone would start another Simpsons clone nowadays. Hell, I might even like it but it would never get a large fanbase.

Also these TV movies are looking to be just a one time event for The Splat late next year, first HA's movie was announced, the timing and it being the first to be said just seemed like, you know, a follow up and conclusion. This gives it as more than just something they chose for shows who needed it, these are actually coming together for likely one big event like I said, around November next year.
Could they do Invader Dib? Not sure, seems like that's touch and go, they're doing a comic so it'll probably be a later issue of that, they probably won't touch Zim.
Could they do that cancelled Aaahh! Real Monsters movie? Possibly, since it's one of the main shows on their line up like Rocko and Arnold at times.

Joe Murray made the cover art for all the season DVDs except the first one, and the Complete Series cover, plus the inside cover of all the characters ever to be on the show covering it. It all looked good too.

Who cares? Most cartoon in the 90s were shit made for kids and only appealed to kids. At least today you have shows with characters that actually have depth to them like Gravity Falls and Steven Universe were they don't have random shit like "LE WACKY MAYO XDD." Hopefully if they bring it back they take cues from more contemporary shows and not be a bland episodic pile of crap.

The Mayo wasn't random, there was lots of random shit in Rocko like the Bermuda triangle, but the Mayo wasn't one of them. That actually had context since the show they were making was about a deli and Ralph Bighead was trying to get fired.
It won't be the same though. The core original staff is off doing other things. Stephen Hillenburg returned to run Spongebob, Dan Povenmire and Jeff "Swampy" Marsh are working on a new show for Disney, Derek Drymon is working at Dreamworks and Mr. Lawerance could voice Filbert but he won't be able to write any episodes because he's writing for Spongebob.
That only leaves Joe Murray himself and he would have to get a new staff and it will fail because they wouldn't capture the same magic Rocko had in the 90's

Fast forward again and Invader Dib was cancelled along with just a group of episodes that even had voice acting and concept art done.
Fast forward yet again through the years where shows got cancelled due to their shitty scheduling and lack of promotions as it got worse throughout the 2000s and to this day.

Just putting it out there, the UK Nicktoons still shows Rocko without it being a Nostalgia Block on TeenNick. The bumper(s) for Rocko have a simple flash animation head in it, this reminds me flash could be a possibility.
If it's in flash, I simply just won't watch it. Very rarely do flash cartoons look good, Wander Over Yonder is pretty good because it's not done to be lazy, but to be smooth, they add a lot of resources in as well, especially shading and other effects to their models. It looks amazing at times.
If they do flash, it won't be for quality, for sure, it'll be to get it done faster. Flash revivals of cartoons that used to be around/popular are a good sign of JUST wanting the crowd to watch it, not caring about the product and trying to put it out fast.
The new Hey Arnold is said to not be in flash, and there was possibly a confirmation on what studio would be animating it, but I don't recall.

The reason the PPG reboot sucked was because Craig Mccracken wasn't involved in the project and it doesn't follow his vision at all. If Joe Murray is involved then it should turn out just fine.
The problem with bringing back Rocko will be exactly the same as the problem with bringing back The Powerpuff Girls: Both cartoons were made in a time before PCness had run amok, and both cartoons originally didn't give much of a fuck about it. They were free to do what they wanted, and that made them amazing.
The media won't let them do that again, so even with the exact same writers and the exact same attitudes, executives will block them from being what they could have been. And we'll get the running-through-the-motions feel of the powerpuff girls.

That's part of the original show's magic, it was never targeted [just] at kids, like half the jokes had an adult component to them too. How many kids can relate to buying a new blender? Or replacing a gas cap? This allowed adults to laugh along with it and kids to get curious and hold their attention.
So having that attitude might work, but I don't think that's what will happen. I'll watch it again if it does though.
