Near as I can tell, the biggest reason why they had Tony make the costume for Peter was to really emphasize how poor Peter is. I mean, if you look at his introductory scene with Stark, over half of it is dedicated to how shit his financial situation is. Tiny-ass room, very first thing Tony remarks on when he enters is Peter's extremely dated tech, the reveal that Peter gets most of his shit from the garbage, his cheap-as-fuck costume, the "perfectly good DVD player he just found lying around", the clanky web-shooters. No one ever really seems to point out just how much that scene shoves how penniless Peter is into the viewer's face.
