Technically it is possible. Naturally if the mother is slutty and fucks two guys while ovulating while also having two eggs release. The kids would be fraternal twins and only half-siblings. I actually saw this on Maury once.
Of course the easier way would be if you take her eggs and artificially inseminate them with different sperm and then have at least one egg from both implant.

you could probably make it a lot easier to show why they need each other if they are different skin. for example both live in a small town and both get bullied for being different race but also brothers.
or have the black guy (this could probably go both ways actually) the black brother try to strive to be white having a white family and a white brother seeing how his white brother easily assimilate with people that looks like him while the black brother have a harder time.
this is just working on the typical race plots. In my story i had something similar but that was never the focus of the story but more of a important point of one of the brothers development.
