It is somewhat implied in the movie, and outright stated in the stage musical, that the curse is eroding his humanity. I mean during the Something There song he doesn't know how to use a spoon correctly anymore, so I'd give him a pass for his reading issues. The servants might seem more human because they didn't get a bunch of animal instincts thrown in their head fighting them all the time.
There is also the deleted scene that they restored to the later versions that showed that part of Belle's and Beast's bonding process is them reading together.
