Think about it, she was stronger than Amber after gaining the power, plus Cinderella. The powers are the ball, Salem is her Fairy Godmother analogue.
Her last name is Fall, so maybe she comes from a long line of Fall Maidens. The power itself isn't hereditary, but it's only natural for the last woman in someone's thoughts to be a close loved one, like a sister or a daughter. Cinder was probably raised to be the previous Fall Maiden's successor. But something went wrong and Amber (stepsister analogue?) got the powers instead.
Cinder, feeling bitter and betrayed, was easy pickings for Salem's manipulation.

I think she's a tough girl who went through some hardship. If it wasn't kind of a kids show I'd have said the typical stolen, raped, sold, etc. somewhere.Too bad merc's already the token reipu character.There isn't enough worldbuilding done to tell how much of a feat infusing dust into clothing is, advanced dust spells, nor why people don't infuse clothing more. Point is, she's using manipulation on the level of Glynda and Amber so she clearly knows her stuff and if she's actually young, far earlier than she should.
As to the maiden question, whether she was noticed while digging into things best forgotten, she was a prodigy scoped by a pro or anti-maiden group, was rescued by a maiden and dug, or Salem drew names out of her hooch, something happened in her life where normie power was never going to be enough. She wants the maiden power to stand alone. She doesn't want to be the sacrifice for salem, ozpin, remnant or anyone else. It comes up in her backstory shorts
So I'd definitely say she's not. Salem's on board to jack in maiden goods. We don't know if their plan goes so far as to try and jam multiple maidens into her or not so we don't know if she's still hanging around to try and find a way to jack more power, if she's trying to get enough info and possibly blackmail shit so she can successfully ghost, we don't know if she's genuinely going to try and make the white fang all they can be in order to secure herself or if she's just stuck on the tiger's back with its balls in hand waiting for some way to turn things around.
The worrying thing though is the grimm bug from her glove has the same red summoning/teleport thing that Raven uses on the train.
