What he's trying to say is that "done in Flash" is generally misused shorthand for "minimal keyframe tweening". Digital Ink and Paint programs are all capable of that, so many people get the wrong idea when they hear something was made in ToonBoom.

Found out Studio Ghibli uses Toonz, the same software used to animate SU and Futurama. Not sure if lesser studios like KyoAni, Madhouse, and Shaft use it though.
