Amethyst has had developmental episodes such as Tiger Millionaire, Reformed, Maximum Capacity & On the Run before that give you a pretty good idea of what she's like and why/how she got that way.
Even Too Far had a lot of Amethyst focus, because even though it was ostensibly an episode to teach Peridot about "feelings", it was still pretty important in revealing something important about Amethyst (the fact that she's defective).

This. I still feel like trying to draw attention to herself will be a character trait. But as opposed to Amethyst, who does so because she feels the attention is confirmation that she belongs, Peridot's attention seeking would be more based on her feeling that she deserves said attention.

That actually makes a lot of sense. We didn't even know anything about kindergartens until the last quarter of season 1, and that's a pretty big part of who Amethyst is. I guess she's tied a lot more into gem stuff directly, so we can't really learn more about her until Steven learns more about what gemsreally are.

I think all the gems are fairly well developed.
I think we really know less about Pearl at this point than any of the others.
We don't know who she belonged to, how she learned to fight, what sent her over to the rebel side, or anything like that.
We have a much better understanding of Amethysts and Garnets origins.
All we really know for sure about Pearl is that she was devoted beyond anything to Rose Quartz.

Character development isn't just backstory. Pearl's personality and flaws have been more thoroughly explored than those of any of the other characters except Steven. And she's the one who's shown the most actual progression so far, again except Steven and maybe Peridot.
Maybe Pearl's personality has gotten more focus precisely because her backstory is the most revealing, so they need to focus on some other aspect of her character. We'll probably have to wait until season 4 for her flashback ep.

because the US and Japanese animation industries are fundamentally different and the networks/stations make their money in totally different ways.
US is all about advertising space and merch, but with Anime its usually closely tied into a pre-existing manga and the anime serves mostly as an advertisement for the manga and for the expensive as fuck blu-ray sets specially designed to get maximum cash from a diehard but very small audience of NEETs.
