It's why RDJ only signed a 1-movie contract at first, and why renewing it was costly. If TIH had performed as well as IM1, you can bet your ass Norton would've pulled the same stunt as RDJ, but it didn't, so neither party was too invested in having it come back.
At some point they were thinking that Hulk was gonna be the centre of their stuff because he was the most famous IP they had available, but RDJ came and so did everybody watching it.
For all the shit people give RDJ, he is generally a good sport and is just aware of how symbyotic the relationship is, so he usually comes back for more, except they now have to make it more interesting so he doesn't love leverage. And since money can't buy him anymore, he said he'd be back if he got to work with the Russos because apparently he much prefers their direction than what the MCU had planned from Phase 2.
Also, Norton is a bit of an arsehole for directors to work with and didn't justify the hassle for the lukewarm reception he had.
It turned out great because Ruffalo better fits in the mold as the Hulk and shy Banner that belongs in a team. He also makes for a much better Hulk with his square jaw.
