The worst? Of course not, but he's still a bad writer. Lobdell has written ~55% shit, ~30% mediocre, and ~15% good (mostly his 90s X-books were pretty good).
Jurgens is 100% mediocre. He's the most consistently average Big 2 writer of the past 30 years.
With Lobdell, chances are that his book with be shit. It might turn out to be decent. There's a low but possible chance that it'll somehow turn out good.
