The way i see Ki, is that they actually have normal-ish human bodies and the Ki is just like a shield/pump; once they fill their body with Ki (transform/power up) they're tough as fuck, but when they let it out and power down, they're little more defended than normal people.
Which is why Goku and Vegeta always train without powering up, so that when the ki floods their now much stronger bodies, it goes further.
