The two likely met through sports as Peggy played softball and Hank played football. They began dating just before their senior year of high school and got married not long after graduation. At one point Hank offhandedly mentions that Boomhauer knew Peggy longer than he did.
I think Hank finds her attractive, but he has a general uncomfortable attitude toward sex and even romance. Couple that with his old fashioned nature, and you realize he married Peggy because she was effectively the female version of himself, despite her outspokenness.

Hank Hill is a damaged man who is trying to live up to what he imagines the American male ideal is in order to attempt to win the love of the person he believes his father to be.
To his credit, Hank has achieved his goal. He's like the small town conservative version of Captain America.
