In the published French Perrault version: The king invited all the fairies in the kindgom, which (he thought) totaled 7. The fairy that wasn't invited was only not invited because people thought she was dead or otherwise magically bewitched because no one had seen her in 50 years. The king immediately laid a table setting for her as soon as she arrived, but since he didn't know she was alive, he had only made 7 golden bejeweled place settings, and she felt that she was being intentionally slighted with her lesser setting and laid the curse.
In the published German Grimm version: There were 13 wise women with magic gifts in the kingdom (1819 version; in 1812 they were fairies, which is what ended up sticking), but he only had 12 golden plates so he only invited 12 of them. 13 was offended for not being invited and cursed them in anger.
So the original French version, the king made a terrible mistake and tried unsuccessfully to rectify it. In the German version he's just a lazy fuck.

Sorta. Is completely blameless, someone does something mad to her that turns her evil and vengeful for a while, and she does the curse, and later feels sorry about it, and tries to undo it. It pretty thoroughly undercuts all menace and regard for her, by just turning her into a victim though, and is a pretty pointless movie. There isn't really even a half-baked feminist message baked into it, it just sort of shifts the blame, and makes the 3 fairies look like idiots anyway. It pretty much watches like someone's bad fanfiction.

One little correction: You're not a baby when you become a changeling in CTL. You're just a regular guy who wandered into the wrong place at the wrong time, and found your way into Faery. You get fucked up, turned into something inhuman, and when/if you find your way back, not only are the fey still hunting for you, they've covered all their bases. They built a replica of you to replace you when you got taken, one that's been living your life for the years or decades you've been gone, and now your friends and family would prefer it to the monster you've become. Even if you try to work things out, the things that replace you are programmed to go berserk if they find out they're not real, and go on killing sprees with your name and face attatched (usually starting with your loved ones)
