Originally there were two Dora Milaje, from the two largest tribes in Wakanda. As long as they both stayed as wives in waiting there would be peace between the tribes. They've stated BP is going to be geo-political, so there's definitely got to be some resistance to the fallout over Civil War. Either him harboring Bucky or Team Cap as a whole if they haven't scattered. I never considered it being an internal problem, that'd be cool if he was experiencing resistance from his own country for helping an outsider as his first actions as a new king, as well as external political forces.
I don't want his movie becoming Civil War 2.0, I still want the focus to be on T'Challa the way that Civil War sorta failed on being a Cap movie. But I definitely want the story and the consequences to carry over, and the movies are always greatly improved by the inclusion of other characters having a part. Ant-Man having Falcon, Cap2 having Black Widow, Spidey will have Iron Man, Thor3 will have Hulk. It's pretty established as the status quo at this point, and Bucky is both a fan favorite as well as a the writers/directors. It'd be a strong move to include him, as long as he doesn't take over too much of the movie.
