As has been pointed out, you wouldn't even need Scarjo, because the best way to do a Black Widow movie is to make it a prequel about her in the program, breaking out of the program, or using her skills as a free agent before she joined SHIELD, like they described in the Avengers. I can't even imagine what would be the story if they had one set in the present. It would probably be as lame as people are imagining. But the idea of her backstory being adapted is a bit more enticing, for one thing, because it would allow us an opportunity to fill in a less explored period of the MCU.

Black Widow is real strange in the MCU. It's so clear that they were initially thinking of using Janet instead. And it was made especially glaring in Age of Ultron.
It has left Black Widow in a kind of an awkward position where she has had something of a hard time to actually grow as the Black Widow character, let alone set the grounds to get her own movie.
I dont know but since shes just a person and not on Thor or even Captain America level it could be an opportunity to incorporate some of the netflix heroes like Dare Devil and The Punisher.

I guess they were CIA agents, according to the source I just checked. That could still work though, not everyone has to be SHIELD. The MCU made the right choice when adapting certain elements of Ultimate falcon to make him a US military agent instead of SHIELD. It adds more variety.
