I honestly, sincerely hope they don't have anything to do with each other. Gotham doesn't really need any of that stuff to work, especially since its technology level is anachronistic to modern, and making it part of the CWverse would have to place it squarely in the past. It's its own world, with its own intentional visual style, and adding CW stuff would just muddy that.
