The way i see it, it's not that the character changed drastically as much as the situations she's put in changed, and that's natural of course, but the thing is maybe she doesn't actually fit?
The Palmiotty&Conner stories are kinda trashy, for the lack of a better word. There's lotsa violence, lotsa blood for comedy sake, lotsa cheesecake, and these are things that to various extents were always in Harley's stuff, but here there's no thematic connection or consistent tone about it. Like, in a matter of 2-3 issues we jump from a story about Harley torturing a family because she misunderstood her relationship with their alzheimer-grandma, to a story where Harley meeting an half cyborg senile dude that wants to recruit her to hunt down a bunch of old communist spies, to a story where she frees a bunch of puppies
