Alright I know my Arthur lore and I can explain this but it is a little weird even for this series so just try to keep up and don't be afraid of asking questions if you still have any.
Remember the episode when Arthur snooped around Fern's house, read her diary, and had no memory of what he had just read or of his own life and memories and how to live or breathe and had a seizure then fell into a coma? And how the Brain managed to "reset" Arthur's brain to just before he opened her diary so he would be back to normal?
When Fern has those flashbacks of her acts of cannibalism on Moose Mountain, the voice she hears in the winds of the blizzard that trapped her there, the voice telling her to do whatever it takes to survive, the voice she later starts to write down the dialogue of in her diary, the diary Arthur read, is the exact same voice of the memory collectors later on in part 5. Arthur's brain didn't have a panic attack and shut itself off from reading Fern's unholy thoughts as she implied, the book actually stole his memories, or at least a copy of them. With the physical tissue of his brain still intact Brain was able to reset him as I said. Whether Fern knows this or was intentionally steering them in the wrong direction, or if she realizes she has a home-made memory archive, I do not know. Hopefully that will be revealed in the season finale.
Anyway, Arthur Prime did NOT assimilate 0's memories. He only read them from Fern's "diary", which he can read safely because he stole the Crosswire Scope, remember? So he only possesses Arthur's memories PRIOR to the Fern's diary episode. Which is also why he was surprised by Arthur's super strength, because Arthur only started his 100 pushups 100 situps etc. regime AFTER recognizing the need to be strong from being a victim to dark eldritch forces himself.
