How does the fanbase overall feel about Ruby and Sapphire?
There's a part of me that feels like their existence slightly ruins Garnet. Maybe I wouldn't feel that way if they weren't pretty one-note and trope-y (One is fire, one is ice! One is hot-headed, the other has a cool head! One is an aristocrat, one is a lowly guard!). The idea of being made of pure love might work better if the love story weren't so cliche. I think they're some of the weakest characters in the show that Rebecca keeps really wanting to push for some reason.

Ruby and Sapphire were weak and aware of their weakness as other homeworld gems used them as tools for their war games. However, when they accidentally fused, they felt more at home with themselves than ever as they finally found their balancing counterpart.
Ruby is hot-headed and short-sighted to a fault (often leading to her going apeshit on things) whereas Sapphire is cool and collected and is blessed with the ability to see into the future.
They find being a fusion is better than being apart. Garnet is a better metaphor for a stable relationship than a metaphor or even a representation of love. Their affection feels a little forced, which is my only problem.
I wouldn't say Rebecca is pushing it, but that all the crystal gems have story arcs we haven't seen and so far the last season has been focusing on Garnet's origin. Future seasons will focus on Amethyst being born apart from all the other cooked gems and living with nature and animals. Then Pearl as she fell from grace and became a Rose-fucking renegade.
I loved the roster, it's probably my favorite, the introduction of double battles was a refreshing idea, the music was great, the 3 main legendaries were awesome, especially considering gen 4's clusterfuck of a dozen useless legendaries, Hoenn was comfy as fuck.

What I kind of mean is that ever since introduced, they want to make it really clear that Garnet is "the fusion" character and not just Garnet.

I was begging for Ruby to be the aristocrat, just to shake things up, so that was a little lame. I'd like to reserve my judgement until they have individual interactions with Steven that aren't emotional dumpster fires that exist for the sole purpose of becoming one again (way to drop the ball on a perfect time for that interaction, The Answer), but until that happens, they are massively missing their potential. The ability to set aside their hungering selfishness for each other just for a little bit and explore them as individuals instead of poorly recognized magnets for each other world payoff in spades and wouldn't even be difficult to do.

I get what you're saying and you're definitely not the first one to voice these concerns. I actually thought her dissociative conversation after seeing the hand cluster to be pretty well done, since she was about to literally tear apart just moments before.
I enjoy Garnet's Universe. It was a good foreshadowing/metaphor for Garnet's lesser selves acting as a support for her: a no-nonsense badass that can do cool things with the power of 'love'. They've just been pushing it lately in s2 because that's sort of the theme and if anyone, Garnet would be the best one to handle more Stevonnie and Peridot's initial prejudice. She'll probably be the one to console with Jasper if she's still adamant about hating fusions I guess.

Garnet's flaw is that she's enormously proud of herself. Her pride is a great help to her at times, but it can also make her self-centered, self-righteous, and a poor communicator. Garnet always thinks she's right and doesn't like being challenged; when she doesn't approve of something, her way of expressing herself tends to be terse and blunt, or violently hostile; it takes more than a little for her to actually explain her point of view.
For example, when they captured Peridot, Garnet was trying to approach things diplomatically until Peridot called her a "war machine". Instead of saying that she's fused out of love, not war, Garnet's response was to immediately turn violent before Steven stopped her.
Another good example is Sugilite. A large part of why she's so dangerous is Garnet's "never question who I am" attitude; she's proud of being herself and hates anyone who's opposed to that, even when her "self" is a reckless, destructive giant.
Garnet seems to be the smartest and most stable of the Crystal Gems, but she's got Sapphire's pride and Ruby's temper; which can lead to quite a few problems.
Honestly Ruby and Sapphire are the weakest of all the pokemon games. A massive step down from GSC and nowhere near as good as Diamond and Pearl.
