I think the reason it doesn't click with a lot of people is because:

1. They just don't find the jokes funny.
2. Clarence is a character-based show. A lot of the humor and allure stems from getting to know the characters personally. There's also the nostalgia factor for some people.

i like it more than in the first two seasons, myself.

it feels like it managed to find the perfect rythm and pacing to it's 11 minutes, the jokes are all in rapid barrage and delivered on point and the ones that hit knock it off the park while the bad ones are quickly let go instead of dragging on, they still manage to make time for good atmospheric moments and cool animation segments, it's leagues above the shit show most of S1 was with it's regurgitated content and playing it too safe, the characterization is more consistent and enjoyable and in general if feels like it found it's identity instead of trying to be an experimental skit show, an adventure show and a traditional family sitcom at points.

i honestly don't know why would anyone like the show as it was, it's far better in every aspect now, even the animation has surpased S1's choppy shit and the constant errors of S2 and 3.

Okay so what's wrong with any of this? Some characters will always ger more screen time and character buliding than others. And she's a fan favorite too.

I think some characters just have more material and ideas to work with. For example, it is really hard for Teri to have another major role because she is better at cartoon violence appearances. On the contrary, Penny is really good at romance-related episodes, but her other appearances are either cameos or bullying Tobias. Just a thought, feel free to judge.

oh, forgot to clarify. Budget and popularity sure are some elusive factors. Tina is good example on the budget aspect. If that wasn't the budget restriction, she is likely to have more big shots. On the other hands, Penny and Teri are both fans' favorites, but Penny appears more simply the teams have more material to manipulate with, ex: shipping. (Also, Penny is more popular than the latter.)
