In the New 52 Barry's powers changed a bit...he doesn't run fast at all. Basically Barry accelerates the speed or rate of the flow of time relative to himself while Professor Zoom can slow down time relative to himself which is why both appear to be fast.

This is incorrect. There isn't a correct one. it is broken. If the power would work the way it's described to work it would be completely useless as it would erase everything including effects or knowledge gained, making it a sort of reset button except useless because the user wouldn't remember why he used it and correct his actions accordingly.
