Part of that could just be because Akira Toriyama wanted something that sounded cool and foreign. He named a group of villains after vegetables, another after milk products, and named the Turtle School's most popular move after a Hawaiian King; I don't think any of those have any significance. When I read the series, I always thought early manga Bulma was meant to be read as an American stereotype. She comes from "West City" driving a loud vehicle, has a whole bunch of guns and no qualms about using them, never catches onto the spirituality that other characters do, and generally acts loud, flirty, and pushy; but when push comes to shove, she's resourceful, determined, a lot more logical than one might think, and a pretty good friend.
