Red X was an empty suit that was fueled by a reserve amount of that unstable energy source that can pretty much do anything. It developed its own mind based on recording Robin's brainwaves, that's why Robin's voice, that's why Robin's moves (Jason would have been a little different), that's why the vault the Red X suit was locked in was blown up from the inside.

I'm sure it's more along the lines of someone at CN decided they needed to get away from the adult themes that were "corrupting the kids" at a young age. Because Cartoons are for children and are not allowed to tell a dark gritty story, right?
