Besides obviously evil speedsters, his villains have some creative use of powers and weapons that can make things more fair like Captain Cold's gun generating a cold field that slows Flash down. But there are ways to write stories with tension where Flash doesn't have to solve things just by barreling through everyone like a train, something the CW writers can't seem to get.

But it's the same thing, as you even point out in your own example, just because the main character can physically beat the opponent doesn't mean there aren't still stakes to the story or that the heroes can't have problems. There's more to making a superhero story than letting two guys wail on each other and seeing who comes out on top.
Waid's Flash is so well regarded because he understood this, there was a lot more focus on Wally as a character. When Wally gets lost in time or whatever and that future Flash guy shows up in the present, the tension in the storyline was not from whether Wally or future Flash guy could punch their way through some obstacles. Will Linda be tempted by the new guy? How will Wally get home without Linda acting as his anchor and her feelings for him seeming to fade? Just who is this new Flash and what does he want, why is he so into Linda? Those were what drove the story, not necessarily speed force shenanigans.
