I've always assumed that, because the Irkens are such a heavily militarized race, that they've physiologically engineered their people to the point of androgyny, all for practicality. They're bred to fight, not to fuck. They've also made traditional breeding irrelevant via the smeeteries.

This is somewhat my theory as well, Zim and Tak are definitely defective, or something other than the rest, whether that translates to having more biological emotions than the rest I don't know.

Tallest ones are presumably the original Irken, pre Vort-alliance betrayal.
Small Irken like Zim, Tak and everyone else are castes genetically engineered to perform duties, by mixing Irken, Vort and other strains of conquered races, presumably with their technical expertise while conditioning them to be loyal.
The Vort from Backseat Drivers had similar personalities to Zim, possibly because defective test-tube Irken have an imbalanced gene pool that favor a race other than the Irken.
It explains why nobody questions the tallest ones despite their incompetence, because things are set up so the system runs itself and serve around the original Irken species: they are provided with an indefinite amount of hyper-efficient slave mongrels with the technology to maintain their empire.

There's one problem with you theory, we already have an explanation for the tallest. The part about genetic modification is interesting however, there's not too much evidence in the show but it stays on the table. Anyway, the tallest are Irken just like any other from what we know, they're just older and made to be taller with "cybernetics" and extreme body modifications. That's why their spines appear so long and stretched, because the literally are, they're lanky formerly short Irken who have been modified. Also Johen said something to the effect of the tallest have two fingers to show they can command their troops with only two fingers, it's traditional. Whether the gene pool has changed dramatically since then is up in the air.
