Yeah I think that's the point when Judy starts blubbing ... it's very much not a Hollywood "single tear", but a fairly realistic scene of someone crying and gulping a bit and generally looking pretty unattractive. And if you think about it she's had a long time to beat herself up about what happened, so now she's finally confronting herself and has the chance to tell Nick she was wrong, it all comes out.
The realism they put into this film never fails to amaze me.

She lives out in the sticks. Her parents told her plenty about how horrible and dangerous Zootopia was - so she wasn't coddled in that sense at all - but because she's so gosh-darned optimistic and doesn't know when to quit, she refuses to believe it.
That makes it a more legitimate character arc. It's not that people have lied to her about the world, it's that her optimism has actually clouded her judgment, blinding her to reality as well as her own personal bias.
It's pretty complex, and I like it.

There's this slight shock when he notices her paw on his arm - he's definitely on the back foot for all that kind of stuff.
He changes really slowly throughout the film, which is good, because that's more realistic. He wouldn't go from being a cynical con man to Captain Boyfriend in an instant. And even after he stands up for Judy, he doesn't do it because that's his 'moment' of character change, and now he's going to be all perfect. He does it because he sees the injustice of Chief Bogo, and he's warming to Judy. Warming - but not quite enough to want her paw on his arm, yet.

I think he starts letting out the same kind of personality he had as a kid over the course of the film. He starts acting more "child-like" to me. Like when he was playing with Bellwether's hair. I did not expect that from him at all. Then near the end his facial expressions looked a lot more optimistic like his kid self.
On a side note, one of the things in the dolly scene that I really loved was Judy's reaction to his traffic cam act. It might just be me but when I see some sad scene in a film and a character trying to lighten the mood again I kind of expect the characters to start sort of laughing along too just to lighten the tone of the film up again, but Judy didn't buy it at all, and instead the scene was lightened up by Nick having a eureka moment with the cameras.
