I've thought about it, but this may be the true answer here.
Ever since Barry Allen came back, Wally has unfortunately taken a back seat to Barry. Even before Flashpoint, his irrelevancy was becoming extremely clear. The writers up in DC seem to care about the nostalgic Barry Allen and bringing back the Pre-crisis days.
This is more evident post-Flashpoint/New 52 wherein Barry is certifiably the main Flash with NO Flash family at all, and Wally West is much more different than the original Wally. I think they may actually KNOW that this Wally West will never truly be liked over Barry Allen. The problem that the writers were facing pre-flashpoint was that people were screaming about Wally West taking a backseat to Barry. But with the New 52 changes and what they've done to Wally West essentially ensures that people will take Barry Allen instead, as they're more familiar with him than this new Wally West who could never follow the Pre-Flashpoint Wally's footsteps.
You have to understand, Pre-Flashpoint Wally had DECADES of character development and intriguing stories. People were attached to him and he even surpassed Barry Allen in overall popularity and was a prime example of how to write a legacy character. To a lot of people, Wally was truly THE Flash. They knowingly undid all of that fucking shit with New 52 and "rebooted" him so that people would no longer feel attached to him, so the status quo of Barry Allen being The Flash can safely stay intact.
So my conclusion is that this may have just been their saving throw to ensure that Barry Allen staying as the main Flash remains forever uncontested, just as Superman staying as Superman remains uncontested, and the same with Batman. The only exceptions are sorta Hal Jordan since anyone can become a Green Lantern anyway.
TL;DR: The Status Quo, is truly a fucking bitch. That is why Wally is like this, to ensure that it stays the way it was, before the original Crisis On Infinite Earths.

You have to remember, I had co-created that story with Geoff and I was supposed to do that, and suddenly the opportunity to do Flash: Rebirth came up. I had a choice and I had to think about that long and hard. I chose to do Flash just because of that, to be able to bring back both Hal and Barry. I figured that would mean more to me long term, even though I watched Blackest Night happening with my teeth grinding — thinking, “This is so cool! Why am I not drawing this?!?!” But I got to design all that stuff.
