I think in the first 3 it was played close enough to the vest that it works as non-romantic.
With Stark he thought she was hot but she never really reciprocated much besides looking slutty, which is in-character and fits with her mission.
With Cap she spends half the damn movie trying to set him up with other people, and really the most relationshipy thing they do (the whole mall sequence) is forced pretty hard by the plot as a fakeout. It's a bit hacky imo but it's not meant to show much more than her teasing him.
Hawkeye and her mostly banter like close old friends in Av1. My headcanon is that she and Hawkeye fucked at some point in the past way before Avengers (hopefully for Clint's wife before her too).
The Hulk is the first time she really shows romantic interest towards someone besides her, I mean yeah, teasing/flirty general attitude.
It's Black Widow, it fits the character, she was always mostly tits and ass.
Which... well now that Banner's gone they have to find something for her to do (heh), and combining Hollywood's creativity handling female characters and BW's character, just means more teasing some guy.

It pretty much is. If you think Av1 was really hinting at that development in a non-ambiguous way, you're just a shipper or have never had opposite-sex friends. It mostly hinted that they were close/friends and knew each other for a while.
AoU actually doubles down on that with Clint not wanting to leave Korea before knowing Nat's status, and his kids calling her Auntie Nat.
I'm not going to defend Hulk/Widow as well done, but the fact that it denies something that wasn't actually there isn't the problem.
