I'm guessing you won't even play as Batman... I figure some OC Gotham PD cop who is investigating things happening between Batman and some villains throughout Gotham. Only seeing glimpses of Batman while having some minimal interaction with established villains. Probably mostly dealing with goons and whatnot and Batman stays out of the way until the end of the chapter or whatever to save the protag's ass from the villain.

Basically nonstop cutscenes where every few lines of dialog you get to chose what your character says. There is also very minimal gameplay segments where you either have to mash a button or walk around and talk to characters. They range from pretty mediocre to really really really good. The best being The Walking Dead and The Wolf Among Us

Have it be a detective game similarly to Wolf Among Us only with a much heavier emphasis and the detective aspect, like a game that actually makes you think like a detective and have different results or repercussions for making a single decision.
As for villains, I would LIKE to see Firefly, Professor Pyg, Ratcatcher, Calendar Man, Onomatopoeia, Mr. Freeze and Killer Croc but I know full and well that only Freeze and Croc have an actual chance.

There are a few villains where violence is unnecesary.
Riddler, Penguin,Killer Croc (think Arkham Asylum) would need almost no action beyond puzzle solving or discussion.
Depending on how it's done, Two-Face and the Joker wouldn't need action either, instead focusing on impossible choices and traps.
Of course, Bane, Poison Ivy, Freeze, fights would be unavoidable.

-A Mask of the Phantasm type noir, heavy on the detective elements and mature (as in for adults, not edgy or grimdark) themes.
-A Wayne manor and a Batcave to freely roam around, full of memories and easter eggs.
-Or, if it's a young Bruce, a chance to see the Batcave and its memorabilia evolve, and even shape it with your choices (in between episodes).
-A functional Batcomputer where you can read upon old case files and the rogues gallery, even be required to use it to help solve a case or two.
-Choices that actually matter and shape how "your" Batman goes about solving cases, warranting more than one playtrough.
-Ground it more than we're used to in gaming and even the movies. Make it street level, make the gadgets make sense and influenced by real world counterparts. Basically, make it the opposite of the Arkham games, more Year One than Bat-God and the revolving door Robins.
I hated The Walking Dead for all the soap opera bullshit but I like zombie stuff and I liked the GoT telltale series.

One that actually has fully fleshed out Universe and fun character interactions between the many characters, instead of just having Batman as the only cape in the whole World. Not so much games as interactive entertainment.
The point is more about the story than the gameplay.
The only issue is the whole illusion of choice thing is REALLY impressive the first time you play it, but it gets more and more obvious the more you play.
I recommend Walking Dead Season 1 or Wolf Among Us (though I liked WAU more).

Well I'm personally not mad. Wolf Among Us and Tales from the Borderlands are great and super entertaining. And the sam and max games were decent as was Back to the Future/
But I do take issue with these being considered games. Even standard point and click games offer more interactivity than the average Telltale "game." The actual gameplay parts are minimal and rather dull. I'd almost rather they just be actual movies and resort to just watching people on youtube play through them.
I wish Kiefer Sutherland would voice Batman.
