I think that Zolomon, in a past timeline, was a real hero. But then he became addicted to V09 and thought about going back in time for reasons. There, he fought many time with himself to get more speed. A time wraith appeared to kill him, but he made a deal with it, that he would kill the Earth-jumping Jay, which would leave only one Jay alive and thus no paradox or whatever. He could kill his past self because past Jay was about to be a real good uy and thus was disconnected from Zolomon's timeline.

Earth 1 Hunter Zolomon. This is how him and Wally meet.
