Are the X-Men and Hulk the most anti-authority superheroes?

I mean even people who are hypothetical renegade loose canons like Hawkeye and Guy Gardner are ultimately of towing the line

Hulk isn't anti-authority, he just wants to be left alone but has worked for organizations before.
Same goes for Wolverine, he may come off as an ass but he doesn't have a problem working with teams or organizations.

Depends what you mean by authority. A character like the Punisher doesn't answer to governement authorities basically ever, but he does try to go along with their rules and even uses those to justify his choices (he kills people who are seen as criminals by law). Although I guess whether he's heroic is debatable.
There really aren't that many revolutionary heroes in capes because the status quo needs to be maintained somehow.
