In old artwork, I believe, the islands and shores around Zootopia's peninsula were also parts of the greater city as a whole.
Though this was also back when Bunny Burrow was part of Zootopia.

I still to this day think that rich/byron just flat out confirming that Nick and Judy are friends at the end of the film was a dumb move. It would've been funner to speculate and leave it 100% to fan interpretation than just flat out ruining that fun. I enjoyed their relationship more when I could guess and interpret scenes for myself with my own way to see their interactions rather than be flat out told "nah it's just friendly banter they're just friends :^)"

The only ones that can see the ship as possible are those that don't have a massive hard on for judy x nick and are not homos.
