She doesn't generate mass when she shapeshifts, she can't even make herself superstrong, so if she turned into a Clayface copy she would be a really weak and lightweight Clayface.
And it's canon as painful for her to shapeshift too drastically so the classic Clayface attack of becoming all gooey would hurt her more than an opponent.
This is why guns are her go-to.

In an issue of X-Factor (when Forge was leading the team and Havok was in the Evil Brotherhood) she was shown increasing her arm's musculature (with existing tissue), growing claws, and altering her eyes to see in an extra light spectrum...
But these are physiological features of existing animal traits, just an extension of her shapeshifting, not new superpowers like superstrength would be.

Yes. Those are her limitations, and if she's ever shifted into a fully animal form, I've never seen it. She can even fool voice recognition and fingerprint scans, but she can't change her scent, as I recall.

In a recent issue of Uncanny' she has described it herself as "transmogrification" but Clayface has more of an elemental powerset and is possibly a post-organic being. That's much more useful, like how he can take a shotgun blast to the face and shrug it off. She'd just be dead.
But these things are dependent upon who writes the stories after the last retcon.

It's still shapeshifting, just degrees of power. Clayface has his own strengths and weaknesses. He can assume a lot more shapes than Mystique, but I don't think he can mimic things as closely as she can, given her range.

It's really sad how comic book writers either don't understand cartoons or they're resentful of them.
Harley originated in cartoons and she has never had a proper comic book - literally not a single writer has been able to understand her character. Batman Beyond's treatment has been just as bad, with writers even going out of their way to erase Terry from the timeline, replacing him with Tim Drake.
And it's such a fucking shame, because BB is amazing and has an awesome rogue's gallery that could make for fantastic comics.
