You think about Shakespeare. Big name, possibly the biggest name writer of his day. He invented or first brought to prominent use a lot of the words and phrases we use to communicate in English today; his stories have had an immeasurable effect on shaping our society, culture, even our laws. He was in many ways a visionary.
Do you think he'd recognize the modern world if he just woke up into it today? Of course not. How could he? The changes are vast; we're not living in an Elizabethan world with smartphones and antibiotics, we're living in the modern era.
Now that he would recognize - the modernity of it. The pace of change is immaterial; if you'd told me as a kid that there would be smartphones I probably wouldn't have believed you, even though I would have thought it was cool. If you'd told my great grandparents that antibiotics and immunization would make the common diseases they feared all but disappear, they probably wouldn't have believed you. Any of us might have fought against the changes necessary to make those things happen - for any number of reasons.
But we would have been wrong, and we would have seen that rapidly as the evidence of the changes built up, whether we liked it or not.
The problem with Lex isn't that he's like us, it's that he's supposed to be a super-genius. He should be at the forefront of those changes; it shouldn't be that he's waiting for us to get our heads around the future he sees for us because left to our own devices we never will. Superman - if he can learn surgical procedures and the associated skills and knowledge in the blink of a human eye - should be able to teach simultaneous classes to hundreds of students. Overnight he should be able to change the costs of medical training and completely overhaul the healthcare sector. The actual medicine wouldn't change; but you'd never wait for a diagnosis again. Ever.
Lex is against *that*.

His brain is like a super computer, he can build robots and all that, but he isnt creative, he just learns really fast and his superspeed let him do things faster, by all acount he is a crazy smart. But he isnt creative, in krypton he would had been a scientist like his father.
That's not who he is, just like Bruce Wayne, they may be geniuses but they don't have the right mindset. They can do superscience when they need it, but they still are the kind of guys that enjoy more getting their hands dirty and deal with people than working on a inter-dimentional portal.
Superman tries to cure cancer and builds armies of superrobots to protect earth, but that's just something he does cuz he can. It's not his vocation.

Lex doesn't wait, he has (multiple times, in canon and elseworlds alike) helped humanity to motivate, preserve and surpass itself. But he that isn't his ultimate goal, and that's the reason he's a villian.
This thing about what Lex does or doesn't. It's about what Superman wants as a character. He enjoys life at earth, he values human way of life. And he wouldn't be happy if the results of meddling with human future changed human nature.

Okay so superman studies super science at super speed and uses alien tech to make humanity better. And then he realizes others could help to and gets all these other super brains in on it. Now the energy crisis is solved, hunger is no longer an issue, disease is wiped out, pollution gone, hover cars and paradise for all. The world is now a fucking utopia yes thank you superman.
In that environment even the regular joe would be able to study and train his mind and work for an even better world as drones and robots would be handling all the unfullfilling labor. Crime would be almost nonexistent. and what little silly supercrime there was would be handled by all the heroes and super beings born of this new technological wonder age as they wouldn't be dealing with the petty crimes born of our current flawed society.
hope you like science fiction stories. Because from that point on that is basically what you get from DC. Any resemblance to todays contemporary world would be gone. It'd just be like what they imagine fucking star treks version of earth would be like.
so yeah if you want a bunch of stories designed around a world that doesnt resemble our own in any particular way there you go. But cape comics have typically been designed to exist in a world kinda like our own. So the reason superman doesnt just do all that shit is because then those kinds of comics could not exist anymore.

I think people who want these drastic changes dont stop to consider how they effect shit in the long run. you either have to just give up DCU as a super hero filled version of modern day life altogether or it'd be constant fucking reboots which people hate.
