I've calmed down about the punk trash getup, even though I still think it's trash. The tattoos are still absolutely disgusting and they will never NOT be, but one positive-ish thing I can say about them is at least they aren't as on-the-nose, gimmicky, and mom-freaking as the tattoos on Jared "Damaged" Leto's Joker.

I don't even understand this. When I first heard she was going to be Harley, the only thing I'd seen her in was Wolf of Wall Street, and I thought "Okay, that makes sense". This one, honestly. It shows she was once cohesive with Joker's whole Funny Entertainer theme, but turned more into a generic music festival slut as she became her own person. That's better than her starting out as a generic music festival slut from the very beginning.

the "Harley voice" is just Arleen Sorkin and 2 or 3 other voice actors who tried to imitate Arleen Sorkin. They're trying to move away from every Harley in every adaptation having to do a shitty impression, just like how not every Batman voice sounds the same, nor does every Joker.
I don't feel like her choice of attire is relevant. It's not like Harley have just used one costume.

Joker's face never really changes. His clothes are basically just that. While he also looks like a clown, his alias is not "Clown" so he doesn't need to go all-out and look like Pennywise. The white face, red lips, colorful clothes, and gag weapons do that well enough.
