I've never read the comic that panel is from, but it's because Bruce still believes the Joker is capable of redemption. He spent decades of time and money on attempting to cure the Joker of his mental illness. Superman killing the Joker is a refutation of Batman's entire ideology.

To be honest, I feel that his death in Injustice almost the ultimate victory for Joker. For, while Batman didn't kill him, in Joker's mind, he was proven right.

Superman is literally the moral compass of the entire JL, if he goes over the line you know it's fucking over.

I'm a big fan of Hellblazer, but I notice that in some moments the authors try VERY hard to be edgy-liberal lords
I never went close to be conservative (or american in this case), but some histories are just .. Ugh!
Example: John travels to america and is sent to hell, but the hell he goes is a satire on America. Why? It is never explained! It's just a Convenience so the author can speak bad of America.
And America is bad because:
1- Beggars
2- Wars are bad (Did you know that people die at wars? They do!)
4- Lies
