Jagganoth is as strong as the other six put together. He also controls the arsenal of weaponry above musket and cannon level (so he has like, laser guns and nuclear bombs stashed somewhere).

Meanwhile Jagganoth is an insane berserker immortal with complete mastery over space-time. He's the only one out of the seven who would actually give enough of a shit to fight.

She may be saying that NOW is the age of Jagganoth. That the age of peace is gone. Shit may have gone down after that final scene we left the Demiurges at and Jagganoth is making preparations to go to war against Zoss' heir.

I went back and reread the council of Five-Out-Of-Seven, and Mottom greets Jagganoth with "We parted on such good terms". While he may not be new, per se, he was probably distant from the other Six. They likely expected him to leave them alone forever, but Zoss' return has lead Jagganoth to once again take an interest in the affairs of the demiurges.
While Mottom seems pretty sure that she can deal with Zoss' heir, she's dreading what Jagganoth will do. That's why fear has been on her mind recently.

It seems more like she takes issue with tipping of the balance of power any which way even if its in her favor. She doesn't want another war.

Yes. Some of the six might be better at specific areas (like Mottom is probably a better witch, or at least user of the Red-White Art, and Incubus is probably a better manipulator) but Jagganoth is the most overall powerful.
