He's pretty much angrier Superman who still has a civilization to lead in a new world. Arthur has to make sure humanity and Atlantis get along, whereas Superman's planet got blown up

Not every character is allegorical or can be distilled to some sort of unified message.
Some sorta can. Like, I guess Hamlet is the idea of vengeance poisoning the mind and indecision and whatever. Willy Loman is the idea of the failings of the American dream and the inability to let go of it. Superman is hope and the immigrant story and altruism and all that jazz.
Aquaman is a guy who can breathe underwater.
That doesn't make him a bad character. You don't have to be allegorical to be a good character, you just have to be well-rounded and complex and developed. I can't even say what his character is, because he's changed over the years more than Superman or Batman. But specific iterations of him have been good characters.
He doesn't represent much of anything. He's a guy that is trying to be the balance between the surface world and his kingdom of Atlantis. Can't be easy ruling over 75% of an entire planet. But when shit needs to get get done, Arthur gets it done.
He is just the good Namor. That's it.
