People like Norman Osborn and Jackal aren't really "everyone." We're talking about people obsessed with Spider-Man as their nemesis.

The radioactive spider isn't a super-secret thing, but there are probably fewer people that know about the spider then know Peter's secret identity, and that's already a tiny number compared to the population of governmental and/or private super-soldier programs that would be attempting to weaponize super powers and will have barely even heard of Spider-Man compared to Captain America, whom they probably have lots of files and science reports on.

You don't need mass produced Hulks to face threats like Hulk and Thor. That is what the actual Hulk and Thor are for. You are not going to be using them within your own borders. Mostly in trouble regions when the US military are stationed.

And besides an average Hulk is still sufficient to deal with 99% of the Earth related problems. HYDRA being a dick? Throw a Hulk at it. Bullseye being an edgelord? Throw a Hulk at it. Mutants starting a MutantLivesMatter movement? Throw a Hulk at it. Namor's annual surface world invasion? Throw a Hulk at it.

Because the SSS is amazing from the perspective of the military. One injection and some radiation and you've got a soldier who can hump 70 pounds of gear for hours without effort, he can run, jump, sprint, even do a ballet performance in full battle rattle for years without knee or back injuries, he can use any weapon and fit in any vehicle currently fielded, and, most importantly, if he ever goes crazy or snaps he can be taken down by normal people with bullets. A Hulk gets you a transformation brought on by emotional instability, a giant fucking concern in the field, and a eight-foot tall rage monster who has decreasing control, composure, and intellect as they fight. Spider Soldiers require an additional vector to deliver their mutagenic properties and the risk of unwanted mutations during both primary exposure and later on. Both of them also require specialized measures should they go rogue.

If you sneak into Spider-Man's house in the middle of the night and shoot him anywhere a bunch of times he'd be dead. No Spideysense to save his ass while he's asleep. Or hell, a symbiote could sneak in and kill him without even triggering it.

Because Captain America is loyal.

For the most part, Captain America has always followed the orders of his government. He's the perfect SOLDIER. Whereas Hulk and Spiderman have shown no hint of patriotism and loyalty.

The SSS makes Super-Soldiers, and the people trying to make the SSS don't want elite, small taskforces. They want a mass army of soldiers, and the SSS makes them perfect for that.
