Someone didnt read the story. It was henry who didnt want to get out if the tunnel because rain would ruin his coat of paint. And this was back when there were very few trains which is the only reason why henry was released because they needed the extra trainpower when gordon derails.

There were actually shit tons of locomotives at the time it was written, but it makes sense in a children's story sort of way. Not that many locomotives on Sodor itself at the time though.
