The problem is that the heroes are pretty much always in the right in the MCU and the world's governments are run by corrupt, incompetent assholes. The only hero who need regulating is Stark himself, who causes a massive amount of problems.Tony was right in the comics, though.

Tony is right in that it's dangerous for them to go charging off around the world with zero accountability, but he's a fucking idiot if he thinks that putting themselves under government oversight and jurisdiction counts as "accountability" especially after we just saw how easily Hydra infiltrated almost every corner of the military-industrial complex of SHIELD.
Cap's way isn't ideal, but the consequences of Tony's way are a lot more severe than he's willing to admit.
