Spiderman holds back a lot when fighting most of his normal enemies. A Spidey not holding back would be really goddamn hard to beat, short of having someone way above his level just overpower him. Someone like Thor would probably work since he could tank Spidey's hits and could throw down with the hammer and lightning if Spidey tried to play the super agility route. I think anyone less and he would find a way to take them down.

He can stagger Thor. If you had a pissed off Spidey not holding back and being allowed to be at his peak genius he could not only beat down most of the people in Marvel but figure out how to take out the ones he can't physically beat.
