He was funny for the same reason Hugh Neutron was funny, he's a dumb adult who's humorous stupidity is juxtaposed with the child main character (and by proxy the intended audience who are also children) and occasionally subverted because he is indeed an adult.
If the show focused on him all the time it would get old really fucking fast. Imagine Archer had a desk job and was totally incompetent 100% of the time.
