It wasn't a bad run, its main problems stemmed from the fact that every time the story got going it had to react to Snyder's Batman events. Its the main worry I have in the rebirth as well, since King and Seeley might try and continue their partnership, which just shoves Dick back in Brucs shadow. When people talk about character tiers, they take into account everything, not only his popularity, but overall culture recognizability, history and influence he had on the genre. Superman, Spider-Man and Batman are definitely S tier because they hold a special place on pop culture.

It's a step in the right direction, what with Dick leading the Titans again and their importance to Rebirth overall.

Still, unless Nightwing just started selling really well (Nightwing and Grayson have sold fairly well, but nothing that has gotten any praise from DC), or is important to the DCEU or the CWU he's just going to maintain his position as a B-lister. An appearance as part of an alternate Earth in The Flash would do wonders for him, for example. An Appearance in a Batfleck movie would, too. If that Nightwing cartoon ever happened, maybe Dick would have even more vocal fans.

As for the SeeKing plan, I'd say it's still happening, just that the two realize that it won't ever be truly permanent or really be all that definitive. Even if the Nightwing book becomes a huge success, the moment Seeley leaves, there's a chance the new writer will suck ass. For now, I'm thinking the plan is Seeley stays and writes a great Nightwing book, King writes Dick with respect in any crossovers, and Johns makes sure to let the Titans and Dick actually have a part in his big events from now on.

Keep in mind books like Batgirl, Birds of Prey, or even Titans don't get that treatment. Dick is meant to be somewhat of a big deal, but he's still not A-list, unfortunately.

Well that is because he has had a consistent selling solo book for decades now regardless of who the creative team is. So they are just doubling down on it by shipping it twice a month. The problem is that his book never sells well enough or poor enough where DC wants to do more with the character. They see more value pushing a Shazam, Aquaman, or Green Lantern because unfortunately Nightwing will never be as successful as Batman or Robin, and while he sells more than a Shazam or Aquaman they don't have characters as big as Batman and Robin looming over them the way Nightwing does making it easier in DC's mind to push and promote them.
