During, actually. In that time period between Civil War and Dark Reign, where Tony Stark ruled the world, he had his own team of Avengers, who unlike Bucky's New Avengers, were legal and licensed by the government.
Then Secret Invasion happened and half of them went rogue. The other half (Sentry and Ares) stuck around and became Osborn's Dark Avengers.

That was the point of Marvel NOW's Avengers run. That isn't really the case anymore. There are less Avengers teams and less Avengers members as part of ANAD than there were as part of NOW.
I like Uncanny and New, and my problems with ANAD is less the roster and more the fact that it's just not very good.
