Rhodey is pretty Operator.
He is better than Falcon with or without powers in combat.
If you look at IM3, he took out 2 extremis soldiers and saved the president with 2 shots.
He is also a Colonel in the Airforce, way out ranking a Captain.
They made him pretty ambigious in the films but I always felt that he was Iron Man if Iron Man had a good conscious and morals instead of being tech savy.

Actually his origins in the comics are much more complicated, which hasn't translated into the films.
Previously when Tony lapsed into severe alcoholism he didn't just get over it in a two-hour film like Downy did; he actually stopped being Iron Man for YEARS and for much of the early part of it completely failed to help protect his company despite supervillains and other attacks still hitting it.
Rhodey operated the armor solo for awhile so that Stark Industries would still have an Iron Man (having the exact same problems you described at first), then later did so with Stark's help as he recovered from alcoholism but refused to put on the armor until he dealt with his underlying psychological problems.
Then LATER after the Armor Wars started and Tony basically began destroying any existing suit of armor based off of his science, Rhodey went back into the Air Force (previously he was employed as Tony's helicopter pilot) with the armor and had it modified into the War Machine suit.
Rhody's gimmick is that he is "responsible Iron Man." Tony is a loose cannon, but a genius. Rhody is your average Air Force/Army grunt, reliable but not a genius. The reason his character works is because he looks at Tony acting like a fuckwit in the Iron Man suit and goes "oh shit nigger what are you doing, this stuff could be used to protect the world instead you're getting drunk in it."
He doesn't really have a reason to exist after the arc in Iron Man 2, but it was nice to have Iron Patriot for like... 10 minutes.
